Key facts of violation

As the official agent for the electoral campaign of Bruno Dabiré, the People’s Party of Canada candidate in the electoral district of Québec during the 43rd federal general election (held on October 21, 2019), Marie-Pier Morisseau was required by subsection 477.59(1) of the Canada Elections Act (the Act) to provide the Candidate’s Electoral Campaign Return and other required documents (Return) to the Chief Electoral Officer, in the four months following polling day.

The deadline to provide the Return was February 21, 2020. Elections Canada’s records confirm that, as of May 8, 2023, the Return had not been submitted to the Chief Electoral Officer.

There are therefore reasonable grounds to believe that Marie-Pier Morisseau failed to provide the Return in the four months following polling day, as required by subsection 477.59(1) of the Act.
