Key facts of violation
As the official agent for Jean Rousseau, a Green Party of Canada candidate in the electoral district of Compton-Stanstead during the 43rd federal general election held on October 21, 2019, Anne Rousseau was required, by virtue of subsection 477.59(7) of the Act, to provide the Candidate’s Electoral Campaign Return (Return), within four months after polling day. The deadline to submit the Return was February 21, 2020.
Elections Canada confirmed that the Return was provided to the Chief Electoral Officer on July 6, 2021, 500 days after the deadline.
There are therefore reasonable grounds to believe that Anne Rousseau failed to provide the Return within four months of polling day, as required by subsection 477.59(7).
