As the financial agent for Isabel Sayegh, a nomination contestant in the 2019 Liberal Party of Canada nomination contest in the electoral district of Montcalm, Benoit Riopel was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant’s Campaign Return (Return), to the Chief Electoral Officer, within four months after the selection date. The deadline to provide the Return was November 29, 2019.
Elections Canada confirmed that the Return was provided to the Chief Electoral Officer on May 6, 2021, 524 days after the deadline.
There are therefore reasonable grounds to believe that Benoit Riopel failed to provide the Return within four months of the selection date, as required by subsection 476.75(7).
