As the financial agent for Julie Lemieux, a nomination contestant in the 2019 Liberal Party of Canada nomination contest in the electoral district of Drummond, Isabelle Horion was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant’s Campaign Return (Return) within four months after the selection date. The deadline to provide the Return was February 21, 2020.
Elections Canada confirmed that the Return was submitted to the Chief Electoral Officer on July 12, 2021, 507 days after the deadline.
There are therefore reasonable grounds to believe that Isabelle Horion failed to provide the Return within four months of the selection date, as required by subsection 476.75(7).
