As the financial agent for Delbert Arnold, a contestant in the 2019 Liberal Party of Canada nomination contest in the electoral district of Calgary Shepard, Janet Arnold was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant’s Campaign Return and required documents (Return), to the Chief Electoral Officer, within four months after the selection date. The deadline to provide the Return was February 21, 2020.

Elections Canada’s records indicate that it was provided on March 9, 2021, 382 days after the deadline.

There are therefore reasonable grounds to believe that Janet Arnold failed to provide the Return within four months of the selection date, as required by subsection 476.75(7).
