As the official agent for Roger Saint-Fleur, a People’s Party of Canada candidate in the electoral district of Orleans during the 43rd federal general election held on October 21, 2019, Jean-Winer Louis was required, by virtue of subsection 477.59(7) of the Act, to provide the Candidate’s Electoral Campaign Return (Return), within four months after polling day. The deadline to submit the Return was February 21, 2020.
Elections Canada confirmed that the Return was provided to the Chief Electoral Officer on July 15, 2021, 509 days after the deadline.
There are therefore reasonable grounds to believe that Jean-Winer Louis failed to provide the Return within four months of polling day, as required by subsection 477.59(7).
