As the financial agent for Mian Abubaqr, a Liberal Party of Canada contestant in the electoral district of Milton during the 2019 nomination contest, Abdulrauf Yaqoob was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return (Return) and required documents, within four months after the selection date. The deadline to submit the Return was May 21, 2019.

Elections Canada records has confirmed that the Return was submitted to the Chief Electoral Officer on June 17, 2021, 773 days after the deadline. There are therefore reasonable grounds to believe that Abdulrauf Yaqoob failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
