Key facts of violation
As the financial agent for Christy Radbourne, a Liberal Party of Canada contestant in the electoral district of Thunder Bay--Rainy River, during the 2019 nomination contest, Caitlynn Radbourne was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant’s Campaign Return (Return) and required documents, within four months after the selection date. The deadline to submit the Return was November 29, 2019.
Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on March 5, 2021, 462 days after the deadline. There are therefore reasonable grounds to believe that Caitlynn Radbourne failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
