Key facts of violation

As the financial agent for Nathalie Rochefort, a Liberal Party of Canada contestant in the electoral district of Bécancour – Nicolet – Saurel during the 2019 nomination contest, Marc Gagnon was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant’s Campaign Return (Return) within four months after the selection date. The deadline to submit the Return was February 21, 2020.

Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on July 8, 2021, 502 days after the deadline. There are therefore reasonable grounds to believe that Marc Gagnon failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
