As the official agent for the electoral campaign of Sherwin Edwards, the People’s Party of Canada candidate in the electoral district of Argenteuil–La Petite-Nation during the 43rd federal general election held on October 21, 2019, William Wanklyn was required, by virtue of subsection 477.59(7) of the Act, to provide the Candidate's Electoral Campaign Return and required documents (Return) to the Chief Electoral Officer (CEO), outlining the financing and expenses for the candidate's electoral campaign, within four months after polling day.

The deadline to submit the Return was February 21, 2020. Elections Canada’s records confirm that a complete Return was provided to the CEO on October 27, 2020, 249 days after the deadline.

There are therefore reasonable grounds to believe that William Wanklyn failed to provide the Return within four months of polling day, as required by subsection 477.59(7).
