As the financial agent for Réjean Hébert, a Liberal Party of Canada contestant in the electoral district of Longueuil – Saint-Hubert during the 2019 nomination contest, Jean-Claude Lévesque was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return (Return) and required documents, within four months after the selection date. The deadline to submit the Return was February 21, 2020.
Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on May 5, 2021, 438 days after the deadline. There are therefore reasonable grounds to believe that Jean-Claude Lévesque failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
