As the official agent for the electoral campaign of Lea Mary Movelle, a New Democratic Party candidate in the electoral district of Avalon during the 43rd federal general election held on October 21, 2019, Robert Leamon was required, under subsection 477.59(1) of the Act, to provide the Candidate's Electoral Campaign Return (Return) and supporting documents to the Chief Electoral Officer, outlining the financing and expenses for the candidate's electoral campaign. One of the supporting documents that is required is the auditor's report, which must include the auditor's checklist as provided for in subsection 477.62(2) of the Act.
The deadline to submit the Return and supporting documents was February 21, 2020. An extension of the filing deadline was requested and granted by the Chief Electoral Officer until June 30, 2020.
Elections Canada's records show that, as of October 26, 2021, the auditor's checklist has still not been submitted to the Chief Electoral Officer. There are therefore reasonable grounds to believe that Robert Leamon is in violation of the requirement to provide a complete auditor's report, as required by subsection 477.59(1) of the Act.
