As the official agent for the electoral campaign of Kathy Doyle, an independent candidate in the electoral district of Winnipeg North during the 43rd federal general election held on October 21, 2019, Laverne Contois was required, under subsection 477.59(1) of the Act, to provide the Candidate's Electoral Campaign Return (Return) to the Chief Electoral Officer, outlining the financing and expenses for the candidate's electoral campaign. The deadline to submit the Return was February 21, 2020.

As of April 5, 2022, Elections Canada's records show that the Return has still not been submitted to the Chief Electoral Officer.

There are therefore reasonable grounds to believe that Laverne Contois is in violation of the requirement to provide the Return, as required by subsection 477.59(1) of the Act.
