Key facts of violation
As a nomination contestant during the 2019 Liberal Party of Canada nomination contest in the electoral district of Elgin–Middlesex–London, Pamela Armstrong was required, by virtue of section 476.6 of the Act, to appoint a replacement financial agent without delay upon the resignation of her financial agent.
Pamela Armstrong's financial agent formally resigned in July 2019. Elections Canada's records confirm that, as of January 24, 2022, a replacement financial agent had not been appointed.
There are therefore reasonable grounds to believe that Pamela Armstrong failed to appoint a replacement financial agent, as required by section 476.6.
