Key facts of violation
As the financial agent for Florence Gagnon, a contestant in the electoral district of Rivière–du–Nord during the 2019 Liberal Party of Canada nomination contest, Stéphane Gagnon was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return (Return) within four months after the selection date. The deadline to submit the Return was November 21, 2019.
Elections Canada confirmed that the Return was submitted to the Chief Electoral Officer on May 11, 2021, 537 days after the deadline.
There are therefore reasonable grounds to believe that Stéphane Gagnon failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
