Key facts of violation

As the official agent for the electoral campaign of Christopher Mikus, the People’s Party of Canada candidate in the electoral district of Saint-Laurent during the 43rd federal general election held on October 21, 2019, Andrew Chan was required, by subsection 477.59(1) of the Canada Elections Act (the Act), to provide the Candidate's Electoral Campaign Return and other required documents (Return) to the Chief Electoral Officer, outlining the financing and expenses for the candidate's electoral campaign.

The deadline to submit the Return was February 21, 2020. As of February 28, 2023, Elections Canada’s records show that the Return had still not been submitted to the Chief Electoral Officer.

There are therefore reasonable grounds to believe that Andrew Chan failed to provide the Return, as required by subsection 477.59(1) of the Act.
