Key facts of violation
As the official agent for the electoral campaign of Sitara Chiu, the People’s Party of Canada candidate in the electoral district of York South–Weston during the 44th federal general election (held on September 20, 2021), Ibrahim Elmisry was required by subsection 477.59(1) of the Canada Elections Act (the Act) to provide the Candidate's Electoral Campaign Return and other required documents (Return) to the Chief Electoral Officer, outlining the financing and expenses for the candidate's electoral campaign.
As an extension was granted by the Chief Electoral Officer, the deadline to submit the Return was February 21, 2022. Elections Canada's records show that as of March 22, 2023, the Return had still not been submitted.
There are therefore reasonable grounds to believe that Ibrahim Elmisry failed to provide the Return, as required by subsection 477.59(1) of the Act.
