As the candidate of the People’s Party of Canada in the electoral district of Beauport–Côte-de-Beaupré–Île d’Orléans–Charlevoix for the 43rd federal general election held on October 21, 2019, Jean-Claude Parent was required, pursuant to subsection 477.59(8) of the Canada Elections Act (the Act), to provide his official agent with the required declaration that the Candidate’s Electoral Campaign Return (Return) was complete and accurate within four months of polling day. This declaration was necessary in order for his official agent to submit the Return to the Chief Electoral Officer, as required by subsection 477.59(1) of the Act.

In this case, the deadline for submitting the Return was February 21, 2020. Elections Canada records confirm that as of October 24, 2022, the Return had not been submitted and it was determined that the Return could not be submitted because the candidate had not provided the required declaration to his official agent.

There are therefore reasonable grounds to believe that Jean-Claude Parent failed to provide his official agent with a declaration that the Return was complete and accurate within four months after polling day, contrary to subsection 477.59(8) of the Act.
