Key facts of violation

As the Official Agent for the electoral campaign of Daniel Ricottone, a People’s Party of Canada candidate during the 43rd federal general election held on October 21, 2019, Zhinan Jing was required, by virtue of subsection 477.59(7) of the Act, to file the Candidate’s Electoral Campaign Return (Return), within four months after polling day. The deadline to submit the Return was February 21, 2020.

Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on September 14, 2020, 206 days after the deadline. There are therefore reasonable grounds to believe that Zhinan Jing failed to provide the Return within four months of polling day, as required by subsection 477.59(7).
