Key facts of violation

As the financial agent of the Scarborough–Agincourt People’s Party of Canada Association, Michael Dionne was required, under section 473 of the Canada Elections Act (the Act), to provide the Chief Electoral Officer the Registered Association Financial Transaction Return and other required documents (Returns) for the years 2020 and 2021, within six months after the day of the association’s deregistration. As the Scarborough–Agincourt People’s Party of Canada Association was deregistered on December 15, 2021, the deadline to submit the Returns was June 15, 2022.

As of July 5, 2023, Elections Canada records indicated that the two Returns had not been submitted.

There are therefore reasonable grounds to believe that Michael Dionne failed to provide the Returns, as required by section 473 of the Act.

The final AMP amount was set at $300, taking into account one mitigating factor. The mitigating factor was applied because the Returns were ultimately submitted.
