As the financial agent for Michelle Boileau, a nomination contestant in the 2019 Liberal Party of Canada contest in the electoral district of Timmins–James Bay, Joanne Marie Melville was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant’s Campaign Return and the required documents (Return) with the Chief Electoral Officer (CEO), within four months after the selection date.
The deadline to submit the Return was November 29, 2019. Elections Canada’s records indicate that it was provided to the CEO on July 8, 2021, 587 days after the deadline.
There are therefore reasonable grounds to believe that Joanne Marie Melville failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
