As the official agent for Tony Bennett, an independent candidate in the electoral district of Delta during the 43rd federal general election, Maurice Bouchard was required, by virtue of subsection 477.59(7) of the Act, to provide the Candidate's Electoral Campaign Return (Return) and other required documents to the Chief Electoral Officer, within four months after polling day. The deadline to submit the Return was February 21, 2020.

Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on May 19, 2021, 453 days after the deadline.

There are therefore reasonable grounds to believe that Maurice Bouchard failed to provide the Return within four months of polling day, as required by subsection 477.59(7).
