As the financial agent for Susan Hayton, a Liberal Party of Canada contestant in the electoral district of Saskatoon–University during the 2019 nomination campaign, Noor Syed was required, by virtue of subsection 476.75(1) of the Act, to file the Nomination Contestant's Campaign Return (Return), and provide the required documents. The deadline to submit the Return was November 18, 2019.
Elections Canada's records confirm that as of September 27, 2021, the Return has not been submitted to the Chief Electoral Officer.
There are therefore reasonable grounds to believe that Noor Syed failed to provide the Return and required documents, as required by subsection 476.75(1).
The initial amount of the AMP was $500. The final AMP amount, upon the Commissioner’s review, was set at $300, taking into account one mitigating factor: Noor Syed made reasonable efforts to mitigate or reverse the violation’s effects by filing the Return.
