Key facts of violation
As the Official Agent for the electoral campaign of Lynn MacWilliam, a New Democratic Party candidate during the 43rd federal general election held on October 21, 2019, Kendra Blore was required, by virtue of subsection 477.59(7) of the Act, to file the Candidate’s Electoral Campaign Return (Return), within four months after polling day. The deadline to submit the Return was February 21, 2020.
An extension of the filing deadline was requested and granted by the Chief Electoral Officer until June 30, 2020. Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on February 4, 2021, 218 days after the new deadline.
There are therefore reasonable grounds to believe that Kendra Blore was in default of the requirement to provide the Return within four months of polling day, as required by subsection 477.59(7).
