As the financial agent for Seamus Heffernan, a Liberal Party of Canada contestant in the electoral district of Abbotsford during the 2019 nomination contest, Ashley Ward-Hall was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return (Return), within four months after the selection date. The deadline to submit the Return was February 21, 2020.

Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on May 18, 2021, 451 days after its due date. There are therefore reasonable grounds to believe that Ashley Ward-Hall contravened subsection 476.75(7) of the Act.
