As the financial agent for Winter Fedyk, a Liberal Party of Canada contestant in the electoral district of Regina–Lewvan during the 2019 nomination contest, Heather Lynne Evans was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return (Return), within four months after the selection date. The deadline to submit the Return was November 4, 2019.

Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on April 8, 2021, 520 days after its deadline. There are therefore reasonable grounds to believe that Heather Lynne Evans failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
