Key facts of violation

As the financial agent for Chantal Pilon, a Liberal Party of Canada contestant in the electoral district of Rimouski-Neigette–Témiscouata–Les Basques during the 2019 nomination campaign, Michel Lebel was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return (Return) within four months after the selection date. The deadline to submit the Return was September 26, 2019.

Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on May 15, 2021, 597 days after the deadline. There are therefore reasonable grounds to believe that Michel Lebel failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
