As the financial agent for Trisha Cowie, a Liberal Party of Canada contestant in the electoral district of Parry Sound–Muskoka, during the 2019 nomination campaign, Morgan Macdonald was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return (Return), and provide the required documents within four months after the selection date. The deadline to submit the Return was September 9, 2019.

Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on March 8, 2021, 546 days after the deadline. There are therefore reasonable grounds to believe that Morgan Macdonald failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
