As the official agent for the electoral campaign of Timothy Ping Chan, an independent candidate during the 43rd federal general election held on October 21, 2019, Welson Yiu was required, under subsection 477.59(1) of the Act, to provide the Candidate's Electoral Campaign Return (Return) to the Chief Electoral Officer, outlining the financing and expenses for the candidate's electoral campaign. The deadline to submit the Return was February 21, 2020.

Elections Canada records confirm that as of August 17, 2021, the Return had not been submitted to the Chief Electoral Officer. There are therefore reasonable grounds to believe that Welson Yiu is in violation of the requirement to provide the Return, as required by subsection 477.59(1).
