As the official agent for the electoral campaign of Keith Rosenberg, the Veterans Coalition Party of Canada candidate in the electoral district of Victoria during the 43rd federal general election (held on October 21, 2019), Cassie Hooker was required by subsection 477.59(1) of the Canada Elections Act (the Act) to provide the Candidate's Electoral Campaign Return and required documents (Return) to the Chief Electoral Officer, outlining the financing and expenses for the candidate's electoral campaign.

The deadline to submit the Return was February 21, 2020. Elections Canada's records show that as of February 8, 2023, the Return had still not been submitted.

There are therefore reasonable grounds to believe that Cassie Hooker failed to provide the Return, as required by subsection 477.59(1) of the Act.
