Key facts of violation
As the financial agent for the People’s Party of Canada Abitibi–Témiscamingue Association, Patricia Paquette was required, under section 473 of the Canada Elections Act (the Act), to provide the Chief Electoral Officer with the Registered Association Financial Transactions Return and other required documents (Returns), for the years 2019, 2020, and 2021, within six months after the day of the association’s deregistration. As the Association was deregistered on April 30, 2021, the deadline to submit the Returns was November 1, 2021.
As of May 17, 2023, Elections Canada records indicated that the three Returns had not been filed with the Chief Electoral Officer.
There are therefore reasonable grounds to believe that Patricia Paquette failed to provide the Returns within six months of the date of the deregistration of the People’s Party of Canada Abitibi–Témiscamingue Association, as required by section 473 of the Act.
